TOPIC: Hydraulic brakes question

Finally got my brakes backed off, wheels preloaded correctly and ready to roll. Problem is my buddy that owns the shop that helped me knows nothing about how boat trailer hydraulic brakes work or how they would get adjusted. For instance, he thinks the cable in the pic here is a breakaway cable that puts the brakes on if the trailer breaks away from the tow vehicle, and I thought it was a disconnect cable that sort of disconnects braking action. What is it and what do I do with it? The "directions" I got off the web leave a lot to be desired! I'd just like to have working brakes.

It's a Dico Areo 6000 actuator.
