Floor can't rot(no wood). Transom could along the top,but since the aluminum rubrail is already off,it would be easy to separate the fins/deck from the hull and fix it if needed. If he has a decent windshield, looks like you just put it back together. Hard to tell,but the control looks like a merc by the shape of it.
