This is bizarre. The motorcoach floats and has a propulsion system and apparently they are building a floating trailer to go with it. But is it a boat ?

In a high wind with a 2-foot chop it will be an artificial reef and a hazard to navigation.

I do believe you're right. It's another for the "more money than brains" file but that's a disease I could live with.

When it is afloat on the water, it is a boat and has to comply with the navigation rules (lights, etc)

But as was said, it isn't a very good boat. There have been such RVs before and they didn't work well either. If you really want to take your rv on the water get a self propelled barge or a small ferry.
