I'm trying to order new throttle and shift cables
but I'm not sure if a 13 foot cable is referring
to the cable housing, the cable itself or the cable
plus ends.

p.s. If anybody has any cables they wanna get rid of let me know.

Hi,
Cables are generally speaking are measured from the control to the outboard. To give an example, a Mercury replacement 13 foot cable will be approximately 13 feet, 8 inches overall (part of the cable is inside the control, and part of the opposite end is inside the outboard cowling).
If these are for the 60 horsepower Johnson in a earlier thread, you may want to purchase the throttle cable one foot longer than the shift cable (your controls are starboard mounted, and the throttle cable attaches to the port side, the shift cable to the starboard side, of the Johnson 60 horsepower).
We possibly do have some used cables, but new ones are not real costly, and are often far more pleasant to operate with. If you like, I can quote you some, with knowledge of the length(s) wanted.

Regards,
Joe

I highly recommend Teleflex TFXtreme cables with the splined core. I have a set on my Bearcat, with the loop as per the above link, and the cable resistance is near zero. The feel is so light you wonder if the cables are connected back at the motor. As in perfect.
