I notice that my older Teleflex helm setup has a vinyl tube maybe 12-18" long that runs from the top of the housing, and ends with a plug, under the control panel. Would this possibly be for lubricating the internals on the helm?

Also, see photo, is there a way to adjust this setup to "center" the steering wheel so it sits in neutral position when running straight ahead?

The system is closed and should not need lubrication,is yours sticking? No,the tube is not for lubricating to the best of my knowledge. To align wheel, remove center cap and then the nut.Pull wheel and adjust accordingly.

When you make a right turn, the cable is pulled into the helm and the extra feeds out into the plastic tube. It is stricktly a place for the unexposed cable to feed into.

As for centering the wheel, you most likely have 3 key slots in the wheel hub. You may or may not get it centered using a different slot. If not, then pulling the cable from the helm, rotating the helm a bit & refeeding the cable in will cause the shaft to be in a different alignment.

Thanks guys. The helm isn't sticking, I was just curious about that tube.

The wheel is keyed and has the three slot setup. I'll probably end up going with a small destroyer wheel before long. 5 spokes, no centering to deal with.
