Just as a guess, 40s to early 50's.

hi mopar, nice to meet ya,boy im sorry i missed your question on this one, please excuse me.
first it looks like with all the nooks around the grips,it may be to your advantage to lightly sand blast the wheel to get into all the nooks and crannys.
as for primer,it usually depends on what i have on hand, lol,i usually use epoxy primer, then a good enamel paint,i try to use the same brand paint as the primer.
if the wheel is metal,i sometimes use etching primer, but have recently read that you need to primer over etching primer ,with epoxy primer, before paint.
rattle cans are good for this,no need to mix paint for such a small project.
i also like to add clear to it for even better protection.john p.s.
if you like you can send it to me for restoration at no charge,i like to do this for fg members, just add return shipping.
you will have to give me alot of time though,i have some catching up to do on my projects for myself and other fg folks, john

thanks for the reply John
and the offer of a restore is tempting ...but this boat resto will be total DIY for me.
the only thing being farmed out is the chrome.
kinda gives a feeling of accomplishment when done like when I used to do antique cars.
