Got the same things one my Harleys. This the one here if off my 125 force, holds the electrical panel power packs, 4 coils on the block. Replacing #3 bad coil. One of 4. I'm thinking polish it up, as the block. Then what adhesive? JB weld? 2 parts epoxy" Thanks.. pic..

I don't know if something hard like epoxy or JB will adhere to the flexible rubber over the long time. I think I'd clean it off down to bare fresh rubber, clean the mounting surface with rubbing alcohol, and use a heavy dab of 3M 5200. That crap sticks to stuff nothing else will and has a tenacious grip with a little give and stretch. I used it to patch plastic roof panels on an RV and it held when nothing else would.

Should have been more clear on this. What happened is salt corrosion. The plate still attached the rubber, but the bolt broke off in the tab the head. I cleaned up the rubber plate shiny (rough it up next), next clean up the head tab. After replacing a bad coil, I'll put in back on the plate (2 more the plate) then do JB (metal to metal) and slam it home and hope. About all I can do.

I have used in weld twice in past with success, but my applications likely won't see the stress to the same level yours might. I did end up drilling one and using a drilled and tapped threaded dowel pin to first connect my 2 pieces and then hoping the exposed threads would give more binding surface. The other I could not do that, so I drilled tiny holes at slightly different angles from each other from a common bonding location to give it more places to bite. Both have lasted years. You know motor s and stress better than me as mine were not motor applications. Good luck and I wouldn't mind seeing pictures of how you proceed so I can learn a bit more. Interesting matter you have.

you may look at mcmaster carr to find a replacement
then drill it tap it and go back with the same fitment

I might as well add some more here. I been wrenching motors decades, Maintenance Machinist by trade. Thing is the boat and Motor are made 1988. Bayliner Cuddy 19 foot/125 Force. Been slipped salt water our marina 22 years now. 3 months summer. It has been a GREAT BOAT! Of course I baby all my toys, so taken care of. Only had to upgrade the Stator and one Power Pac went south, long ago. Thing is the salt air is started do do its magic. I want this boat in the water before the 4th, so out of time. Yep, I could drill and tap, heck I have some new rubber mount from my old HD Shovelhead. And the force plate is ZIP vibs compared the HD, witch hold the oil tank and battery box, lotta weight and shaking going on!
I did the new coil yesterday (well, used as parts getting NLA now). Put JB on the rubber plate, on the tab, and slammed it home. Bungee over it and let cure. I'll know today if held (it was after holding it on 10 minutes) and take some pix it if visible as under the flywheel kinda.

But I paid $5K used (original fresh water motor) so after all the years me? I DAMN sure got my moneys worth! Pic from about 10 years ago...been a great do it ALL boat!

Oh, heres some pic of the plate. You can see the kicker with salt and aluminum. On the plate, the 2 nutted studs right of the top 2 coils are the other 2 rubber mounts. The broke one is above the power pack on the far right.

Well, its like a rock attached today, zero problem!. What done is in the the first pic. Just above the white wire. The next pic..(I'm a mad scientist) always experimenting what will work. These are off the HD, I (keep everything) had one good (left) and one middle that just JB'ed. What I did is one that separated with plate the rubber far right. In the vise to cure, so try and break it apart tomorrow.

Try it again..

Well, JB wont break off when try to separate in a vise. Holds fine and the rubber part pops out the vise so its works fine for this.
