Not sure who made them, but there are 2 on ebay:
Vintage Torpedo Deck Cleats NOS PAIR 3 1/2 inches

Did you look thru the hardware catalogs in the library?

I've gotten some cleats in boxes w/ other parts. I don't think the similar ones I have are the SAME but I'll look. If so, I'd swap ya for those twin OB parts
