Needs a new impeller.
Needs flywheel pulled to inspect points and ignition coils.
If fuel sat in the carburetor it will need to be cleaned.
Needs gear oil drained and refilled.

When you pull the flywheel and inspect the points and coils take a close look at the wires all around. The old rubber insulation on the wires themselves dries out and will literally fall off and create a short to the block. If you find some just cracked I have had success using liquid tape to beef them up. When you change the lower oil make sure the shafts are sealed and not dripping after a few days otherwise you will get water in the gear housing. Electric start?? check the solenoid and connections in the box, those usually stay pretty clean unless they've sat under water or ice during winter months.
